I think that text that appears under a staff, especially aligned to notes in that staff, is understood to apply only to that staff, not to all staves in the system, so I would avoid this. On the other hand, if it's a cue, then it should appear in the parts only, not the score. It's best for the text to appear on each staff that will perform it, so the conductor will know who it applies to (just as a dynamic marking must appear on each staff, even if everyone has the same one).
